SB 743 (LOS to VMT Transition)

To reduce greenhouse gas emissions, Senate Bill No. 743 requires jurisdictions to adopt Vehicle Miles Traveled (VMT) rather than congestion levels or Level of Service (LOS) as a primary metric under the California Environmental Quality Act (CEQA). Tools and resources from the Metropolitan Transportation Commission, Association of Bay Area Governments and individual Bay Area cities are resources to assist jurisdictions as they transition from LOS to VMT and update policy documents including the Housing Element of the General Plan.
