Suburban and rural lead agencies in particular can consider this screen when transit services are not available and the model data supporting low VMT areas are limited or unreliable. Establishing a VMT screening criteria for infill housing would be consistent with the California Office of Planning and Research (OPR)’s guidance to use alternate approaches when use of a calibrated travel demand model is unavailable.
