It also covers additional considerations, such as sketch model tools, and the Office of Planning and Research’s Technical Advisory’s guidance on modeling VMT impacts.

The City of Fremont received a Priority Development Area (PDA) technical assistance grant from the Metropolitan Transportation Commission and ABAG to remove Level of Service (LOS) and instead use VMT to evaluate transportation impacts, as required under the directive of Senate Bill No. 743 (SB 743) and recently updated California Environmental Quality Act (CEQA) guidelines.
