City of Fremont SB 743/VMT Analysis Tools, Data Review & Relevance Memo

This memorandum provides a review of travel demand models and the associated Vehicle Miles Traveled (VMT) outputs that are relevant for the City of Fremont. It also covers additional considerations, such as sketch model tools, and the Office of Planning and Research’s Technical Advisory’s guidance on modeling VMT impacts.

The City of Fremont received a Priority Development Area (PDA) technical assistance grant from the Metropolitan Transportation Commission and ABAG to remove Level of Service (LOS) and instead use VMT to evaluate transportation impacts, as required under the directive of Senate Bill No. 743 (SB 743) and recently updated California Environmental Quality Act (CEQA) guidelines.

Priority Development Areas (PDAs)

MTC supports local jurisdictions in completing and implementing plans for Priority Development Areas prioritized for housing and job growth through grants, technical assistance, regional forums and shared learning.
