City of Fremont VMT Thresholds of Significance Best Practices Memo

This memorandum presents a review of the Vehicle Miles Traveled (VMT) thresholds of significance and screens for both land use and transportation projects. It examines best practices implemented by other cities and the Office of Planning and Research (OPR) recommendations for Senate Bill No. 743 (SB 743) implementation.

The City of Fremont received a Priority Development Area (PDA) technical assistance grant from the Metropolitan Transportation Commission and ABAG to remove Level of Service (LOS) and instead use VMT to evaluate transportation impacts, as required under the directive of SB 743 and recently updated California Environmental Quality Act (CEQA) guidelines.
