The Contra Costa County Collaborative, with funding from the Metropolitan Transportation Commission (MTC) and ABAG, produced this Parking Policy Guidance in October 2025.
The document describes what parking requirements are, why they exist and their impacts on cities and transportation. It also outlines state-mandated laws relevant to parking, as well as other policies as standards such as the MTC Transit-Oriented Communities Policy and federal accessibility requirements. Lastly, it discusses ways to reform parking codes for consistency with these policies and best practices, and includes a reference appendix to regulatory codes and sections.
