Template Ordinances

These Template Ordinances can assist local jurisdictions with implementation for 10 of the options for meeting the TOC Policy’s housing policy requirements, if they choose to use these policy options for TOC Policy consistency. Jurisdictions are not required to adopt these policies, as they are options from a menu. If jurisdictions choose to pursue these policy options, they are not required to use the template ordinances. Additionally, these templates are not required to be adopted verbatim. Jurisdictions can tailor each template to fit their local context and needs, as long as the adopted ordinance contains core elements consistent with the TOC Policy requirements detailed in the Administrative Guidance.

When developing an ordinance, local jurisdiction staff can contact MTC to determine a draft’s consistency with TOC Policy standards. However, any guidance received from MTC staff does not constitute legal advice and should not be considered an endorsement of any alternative language proposed. Additionally, these templates do not constitute legal advice regarding any jurisdiction's specific policies.

Implementation Guides

These Implementation Guides will provide detailed policy profiles for all 26 options for meeting the TOC Policy’s housing policy requirements. The profiles include program design considerations, example policies/programs from Bay Area communities and other resources for implementation.

Inclusionary Zoning Resources

These Inclusionary Zoning Resources are intended to help local jurisdiction staff assess whether inclusionary zoning policies are consistent with TOC Policy standards.

Presentations to Decision-makers

The Staff Report and Presentation Templates are intended for local jurisdiction staff to use as they communicate with decision-makers about the TOC Policy.

TOC Policy Portal Submission Template

MTC staff have created templates to assist local jurisdictions with organizing and submitting the information needed for each of the four components of the TOC Policy’s station access requirements. Local staff can use the links below to download each template. After downloading the template, follow the instructions included, fill out all applicable fields within the form, and then upload the completed form to the appropriate section of the TOC Policy Portal.

The TOC Policy Portal is an interactive platform designed to support jurisdictions in meeting TOC policy requirements. Access personalized dashboards and monitor progress through the portal.
