The Template Ordinances below are intended to help local jurisdictions with implementation for 10 of the options for meeting the TOC Policy’s housing policy requirements. These documents provide template language that can be used to meet the minimum standards needed for the TOC Policy for each housing policy option. Jurisdictions are not required to adopt these policies, as they are options from a menu. If jurisdictions choose to pursue these policy options, they are not required to use the template ordinances.
Additionally, these templates are not required to be adopted verbatim. If choosing to pursue these policy options, jurisdictions can tailor each template to reflect local needs, as long as the adopted ordinance contains core elements consistent with the TOC Policy requirements detailed in the Administrative Guidance. When developing an ordinance, local jurisdiction staff can contact MTC to determine a draft’s consistency with TOC Policy requirements. However, any guidance received from MTC staff does not constitute legal advice and should not be considered an endorsement of any alternative language proposed.
