The Housing Element Site Selection (HESS) Tool is a web-based mapping tool developed by ABAG and the Metropolitan Transportation Commission (MTC) to guide Bay Area local jurisdictions in identifying potential sites for new housing that align with state Housing Element requirements and support regional and local priorities, including equity, growth and climate goals.

These jurisdiction-level data packets for all 109 Bay Area jurisdictions contain tables, figures and accompanying text that can be placed directly into the Housing Needs Section of the Housing Element or used as an attachment to help ensure compliance with state requirements.

ABAG/MTC compiled demographic, economic and housing stock data required by HCD for each Bay Area jurisdiction so that local planning staff can focus on developing meaningful policies and programs.

This March 2021 webinar explains how to use the data packets in the Housing Element update process. It is meant to be used in conjunction with the data packets, presentation slide deck and census links.
