The California Department of Housing and Community Development (HCD) is required to review draft Regional Housing Needs Allocation (RHNA) methodologies to determine whether a methodology furthers the statutory objectives described in Government Code Section 65584(d).
This letter from HCD to the Association of Bay Area Governments (ABAG) contains HCD’s response to ABAG’s Draft RHNA methodology and finds that the draft ABAG RHNA methodology — outlined in the May 2021 Draft Regional Housing Needs Allocation Plan — furthers the statutory objectives. The letter contains a brief summary of findings related to each statutory objective described within Government Code Section 65584(d).
