Memo on Alternative Adequate Sites

Each jurisdiction’s Housing Element is required to provide a land inventory, identifying sufficient adequate sites suitable for residential development to accommodate the jurisdiction’s Regional Housing Needs Allocation (RHNA).

The Alternative Adequate Sites Statute (Government Code 65583.1 (c)) provides flexibility to jurisdictions by allowing up to 25 percent of the adequate sites requirements to be met by making available affordable units through rehabilitation, conversion, and/or preservation.
