Adequate Sites Alternative Checklist

A key part of each jurisdiction's housing element is the site inventory, which demonstrates adequate capacity to meet its share of the projected regional housing needs by income category. Local governments can count existing housing units to address up to 25% of their housing need for low and very low income by counting existing units substantially rehabilitated, converted to affordable from market rate, or preserved through the provision of “committed assistance” if those units also meet the requirements of Government Code Section 65583.1(c).

The Adequate Sites Alternative Checklist was created by the California Department of Housing and Community Development (HCD) to provide guidance in determining whether the provisions of Government Code Section 65400(a)(2)(B)(iii) can be used to credit these units.
