ABAG by the Friday, July 9 deadline received appeals from 28 local governments challenging their draft RHNA allocations, which were announced in May. The submitted appeals include ten from communities in Marin County; six from Santa Clara County communities; six from Contra Costa County communities; and three from cities in Alameda County as well as two appeals from the County of Sonoma and one from the Sonoma County town of Windsor.

In addition, a number of jurisdictions sent ABAG comment letters about RHNA, in lieu of submitting an appeal. Visit the Appeals Process page on the ABAG website for details about the appeals submitted and comment letters.

The next step in the RHNA process is for comments on the appeals. The deadline for comments on submitted appeals is Aug. 30. ABAG in September and/or October will conduct public hearings to consider the appeals and any comments that are received. Each jurisdiction’s appeals will be posted on the Appeals Process page.

Following completion of the RHNA appeals process in fall 2021, remaining major milestones in coming months include:

  • October or November: ABAG ratifies written final determination on each appeal and issues Final RHNA Allocations that adjust allocations as a result of any successful appeals.
  • Late 2021: the ABAG Executive Board will adopt Final Allocations, taking into consideration the results of the appeals process. This final adoption also will include a public hearing.
  • January 2023: Housing Element updates are due to HCD.
