2025 New State Housing Laws Webinar

Staff from Goldfarb & Lipman LLP joined the Regional Housing Technical Assistance (RHTA) Program to give an overview of new state housing laws passed in the 2025 legislative session. Among the topics covered in this webinar were updates to AB 130/SB 131 (2025) and an overview of SB 79.

This document was prepared for the Association of Bay Area Governments (ABAG) Regional Housing Technical Assistance (RHTA) Program, to be shared with local planning staff. It is a summary of significant housing legislation that was passed in the 2025 legislative session and subsequently signed into law by Governor Newsom. All bills become effective on January 1, 2026, unless otherwise noted.
