The CA Department of Housing and Community Development (HCD) APR team walked jurisdictions through the process of how to fill out and submit their 2025 Annual Progress Reports. The webinar specifically covered updates to the requirements of the APR that are new in 2025, such as expanded income categories for classifying unit affordability (AB 3093), requirements for reporting historical designations (AB 2580), and more detailed requirements for reporting on the implementation of housing element programs. Additionally, HCD approved the use of the 30/30/30/10 formula for two more years.
