To ensure that all jurisdictions plan to meet the housing needs of the entire community, California requires that local governments adopt housing plans as part of their General Plan. The Regional Housing Needs Assessment (RHNA) helps jurisdictions identify how much housing they must plan for at different levels of affordability.
The Department of Housing and Community Development (HCD) is responsible for determining the RHNA (segmented by income levels) for each jurisdiction.
