Planning Earthquake-Resilient Cities: Reading Fault Maps and Developing a Soft-Story Ordinance
Local planners, engineers and building officials will get a concise, expert driven overview of the 2026 Alquist-Priolo Fault maps, including recent revisions and practical guidance on integrating fault zone data into local planning and permitting. The workshop will also feature a regional roundtable with jurisdictions that have passed soft-story retrofit ordinances, offering real world insights into program design, outreach and implementation. The program concludes with an outdoor networking hour a block away at The East Cut Crossing.
The workshop will explore two topics with state and local jurisdiction leaders:
- Updates to the Alquist–Priolo Earthquake Fault Zone maps, including what changed in 2026, why it matters for local planning and how the maps can be effectively used.
Speaker:
Wendy Bohon — Branch Chief of Seismic Hazards and Earthquake Engineering, California Geological Survey - Lessons from recent soft‑story retrofit ordinances, featuring stories from both large and small jurisdictions and the choices that shaped their programs.
Speakers:
Jeff Bond — Community Planner, former Director of Community Development for the City of Albany
Abraham Chacko — Project Manager, City of San Jose
Patrick Kelly — Director of Planning and Building, City of Mill Valley
Julia Knight — Special Project and Innovation Manager, City of Palo Alto
There will be time for Q&A and space for participants to share their own experiences in overcoming barriers to develop or implement a soft-story retrofit ordinance. Expect practical insights into how jurisdictions of different sizes navigated the policy‑development process and the decisions that shaped their soft‑story programs.
