The purpose of ABAG's Economic and Workforce Development Program is to collaborate with Business Organizations, Workforce Development Boards, Educational Institutions, Labor, Community Based Organizations, and others to strengthen the competitiveness of the regional economy, enhance local business districts in PDAs, address the need for goods movement and related activities, and expand access to opportunities for all Bay Area residents.

Bay Area Comprehensive Economic Development Strategy - a comprehensive approach to improving economic resilience and prosperity for all

In 2016, ABAG staff was directed by the Executive Board to partner with regional and local economic and workforce organizations to prepare a Comprehensive Economic Development Strategy (CEDS) that would establish a Bay Area Regional Economic Development District (EDD) as designated by the US Economic Development Administration (US EDA). The Bay Area CEDS builds from the efforts of the many organizations already involved in economic and workforce development in the region and provides a framework to leverage local resources to advance solutions to our most pressing economic challenges including:

  • Housing
  • Workforce training
  • Transportation and infrastructure
  • Business resilience and opportunities
  • Community health and equity

By providing an assessment of the region’s economic strengths and challenges, the CEDS will inform an action plan for the EDD.

The EDD will be a platform for cooperative action, shared information, and developing creative policy responses to address economic, workforce and equity issues that no single jurisdiction, organization or enterprise can solve alone. Together, the CEDS and regional EDD will improve local jurisdiction access to federal, state and private foundation investments, foster greater public and private collaboration, and expand the effectiveness of local and regional resources.

Bay Area Comprehensive Economic Development Strategy Document

The CEDS Vision, Goals, and Objectives have been endorsed by the majority of Bay Area counties including Alameda, Contra Costa, San Francisco, San Mateo, Santa Clara, and Solano, and staff continues to work closely with the remaining counties.

Underlying the vision, goals, and objectives described here, the Regional Economic Development District is built around a set of underlying principles under which the EDD will operate.

A Comprehensive Approach to Reaching Economic Goals
A strong local and regional economy can only be achieved with a comprehensive integrated focus on good jobs and workforce development; housing and transportation; energy, water and telecommunications; and overall financial stability.

The action plan will only be successful if it improves opportunities and conditions for low-income households and disadvantaged communities and mitigates negative impacts on these groups or areas.

Local Control
Local government’s land use authority and plans for their communities will be respected and the objectives of local organizations will be incorporated into the regional plan.

Regional Diversity
Recognize that each city and county has unique assets and challenges and that the application and implementation of the Action Plan will vary to best respond to local community conditions.

Actions will recognize the broader demands of a setting challenged by natural hazards and long term climate change.
