This January 2020 memorandum from the Deputy Director for the Division of Housing Policy Development at the Department of Housing and Community Development (HCD) provides direction to planners and other interested parties regarding amendments to California law related to accessory dwelling units (ADUs) and junior accessory dwelling units (JADUs), including statutes that address barriers to the development of ADUs and JADUs.
